The initiation of the Southern Electricity Supply Company of Orissa Ltd ( SOUTHCO) in Behrampur came about as a result of the Orissa Government's undertaking of the task of privatization of its electricity distribution systems. The collaboration with Reliance Energy Limited came about when Gridco began the process inviting bids from national as well as international companies for choosing investors in the private sectors. The bid of the Reliance group was accepted and it acquired the right to make investments in three of the total four companies.
