
According to the recent survey, Swachh Survekshan 2020 conducted by the Ministry of Housing and Urban Affairs (MoHUA) pan India, the top three cleanest cities of India are Indore, Surat, and Navi Mumbai. The result of this survey was announced by Minister of State for Housing, Hardeep Singh Puri, on 20 August 2020. There was a delay in the announcement of this year’s Swachh Survekshan due to the COVID-19 pandemic.
Swachh Survekshan 2020
Swachh Survekshan 2020 is organized by the Ministry of Housing and Urban Affairs (MoHUA), under the sponsorship of the Swachh Bharat Mission (Urban) to keep a check on the cleanliness and sanitation levels of different cities across India. The main focus of this survey is to foster a spirit of competition among the cities and offer an overall assessment of their sanitation status.
The Swachh Survekshan 2020 was set into motion in 4,242 cities across India from 4 January 2020 to 31 January 2020. In the 2020 edition of the survey, Swachh Survekshan league was introduced, it ensures that the cleanliness, sanitation, and waste management are maintained all year round, instead of just before the yearly survey. The analysis is substantially made based on the feedback received from the citizens on their daily experiences and the data submitted by the civic bodies on cleanliness sanitation. The survey data is collected from three principal sources, of which the direct feedback from the citizens and performance in the Swachhata App (a citizen’s grievances mobile application) are the most important.
Parameters of Performance:
The performance of each city is assessed based on five key thematic parameters.
- Municipal solid waste – sweeping, collection, transportation, processing, and its disposal
- Open defecation free/toilets
- Capacity building and eLearning
- Provision of public & community toilet seats
- Information, education and communication, and behaviour change
Scoring
The total marks in the 2020 Swachh Survekshan were increased to 6000, from the 5000 marks in 2019. The four main components of the scoring with 1500 marks each, were:
- Citizen feedback (1500 marks)
- Direct observation (1500 marks)
- Swachh Survekshan League, Service level progress (1300 marks) + Average rank of Q1, Q2, and Q3 (200 marks)

Cleanest Cities of India
1. Indore
Indore has once again emerged as the cleanest city of India for the fourth time since the survey of 2017. Indore achieved a score of 5647.56 in the Swachh Survekshan 2020. No short-cuts and quick-fixes, but a long and arduous road led to this honour. All credit goes to the constant efforts of the swachhata workers and the citizens of the city who are keeping the city of Indore neat and clean. Indore has already achieved the Open Defecation Free Plus Plus (ODF ++) status, and it has also been successful in achieving 100 per cent segregation of waste at source.
2. Surat
For the first time Surat in Gujarat has been featured at the second position in the Swachh Survekshan. Surat has achieved a score of 5519.59 in the survey. Surat has been successful in implementing 100 per cent door-to-door garbage collection, waste segregation at home, and various ways to treat the waste generated.
3. Navi Mumbai
The city on the third position in more than 10 lakh population category was Navi Mumbai, with a score of 5467.89. The city has achieved the Open Defecation Free Plus Plus (ODF ++) status. Navi Mumbai now has 128 public toilets and 278 community toilets.
